Beitbridge border control for agricultural equipment

Beitbridge is the only road crossing between South Africa and Zimbabwe, and the busiest land border in the region. Farm machinery moves through it every day — but only when the paperwork is right. Here is how the process works, and how Agrilink handles it for you.

The clearance process, step by step

1. Get your ZIMRA house in order

You need an active Business Partner Number and a valid tax clearance certificate (ITF 263). Without current tax clearance, a 30% presumptive tax is charged on the transaction.

2. Classify the machine correctly

Duty depends entirely on the tariff code: a tractor is treated very differently from a plough or a ripper. Getting this right up front is what keeps the cost down and the clearance quick.

3. Arrange inspection before it ships

Zimbabwe's Consignment Based Conformity Assessment (CBCA) requires a Certificate of Conformity for many imports. Arranging inspection in South Africa before departure avoids a slower destination inspection at the border.

4. Permit oversized loads

Combines, wide implements and big tractors on low-beds usually count as abnormal loads. ZINARA issues the Transit of Abnormal Freight permit for the Zimbabwe leg, with a matching permit needed on the South African side.

5. Pre-clear, then cross

Documents go to the clearing agents on both sides before the truck reaches Beitbridge. ZIMRA then inspects and values the machine, duty is settled, and the consignment is released for delivery to your farm.

Documents that travel with the machine

A commercial consignment is cleared by a ZIMRA-licensed agent. You will normally use two agents — one to export out of South Africa, one to import into Zimbabwe.

Duty & VAT at a glance

Duty is calculated on the CIF value — the machine plus insurance and freight to the border. Most core farming equipment carries little or no duty, and much of it is zero-rated for VAT.

Relief worth asking about

Statutory Instrument 6 of 2016 allows duty- and VAT-free import of plant and machinery used exclusively for agriculture, subject to certification and approval. The machine must be commissioned within six months and may not be sold on without approval. Larger investments can also apply to ZIMRA for VAT deferment.

Where the equipment qualifies as South African in origin and comes with a SADC Certificate of Origin, preferential duty rates apply instead of the standard ones.

How long does Beitbridge take?

On a good day the upgraded one-stop post turns a truck around in about three hours. When cargo scanning is running at full intensity, northbound queues have stretched well beyond a day. Plan for one to three days at the border under normal conditions, and keep a little slack in the season for scanning backlogs or a valuation query on used machinery.
